I have tried before, and installed mtadiag as some moderators of mta said, also mta is telling me u need anti virus activity and me already intalled and joined in the anti virus

I had this issue before pressing "No" will just solve it for me and the game will open normally, try to fully remove MTA and GTA from your PC and don't keep any data been saved after removing it, than download proper version of GTA SA and last version of MTA and that might help, and check in your AntiVirus settings that the game or any fille related to it is blacklisted or removed by it and try to turn it off.

remove all your anti viruses and enable windows defender and scan your PC then try downloading new gta sa and mta. might work

Avast will just put virus on your pc and tell you to pay so he can remove the virus 
i prefer using Malwarebytes free and never had any problems or issue with it or with other games.

When you press "No" Doesn't the game open and work normally?, and also didn't you tried the last update of Nightly Build?
