Title: HOW TO BE PAM without being JCM

I can be a Pam withiut being JCM ?

Only RCM+ can apply for PAM position.

can I be guider with 69warn level ?
 or to apply for JCM ?

No, wait for your warn till expire, regard to PAM, you have to be RCM+ to apply for it.
