I have an insane FPS drops after upgrading my whole PC still having this Issue
I7 10700KF
32GPB Ram
RTX 4060Ti
all installed on SSD

Did you tried /settings > Detail Shader, Good Textures > set it to 1000 instead of your FPS?

i want those good shaders , but idk what is going on with my computers I guess it can run it on 144fps easily.

GTA:SA supports 36 fps at max normally, this is because the optimization is not that great and it stutters as well

Limite your fps at 70 or 100
