Sure, why not, if this restriction would actually put an end to the ongoing abuse of the anti-rush system that's happening almost in all CEs, and since no one bothers filing a complaint because the player might have abused it unintentionally or once, even if intentionally, which in the end frustrates the players on the other side who misses the kill chances.
Though it's up to developers to decide whether it's better to disable the anti-rush system teleporting the players with low HP to the team spawn point, or letting the anti-rush actually kill the low HP player, as this suggestion aims to achieve. My vote, in either case, is positive.
