Okay, I think the site has been banned for a reason from these:
- The first problem won't be fixed, so you must use VPN.
- You should delete that program or disable it.
- Disable your anti-virus software.
- Check your windows firewall to be sure that this site in the right position.

Use Proxy Websites and hide your identity
Use IP address instead of URL
Change Network Proxy In Browsers
Use Google Translate and change the Input Language
Bypass censorship via Extensions
Recast the URL
Replace your DNS Server.
Use the RSS Feed of the site
Use IP Anonymizer

Hmm same with my phone but when I use wifi, from mobile internet works well

Get the default settings of your router.
Hardware: There is a whole on your router, in this whole there is a small button try to press it by using ping or something.
Software: From the router settings after opening your router interface in the browser by using URL (192.168.1.1) if you didn't change it before.

You can login easily by using Pilovali's VPN. Don't try to login with other VPN's.

So, ISP's are out of IPv4 addresses and run behind CGNAT. This breaks port forwards and certain game titles from working, and the only fixes are
1. IPv6 (which games dont use yet)
2. Having your ISP give you a public IP (not always an option)
3. Change ISP

The easiest way to test this is to check your IP address on a website such as https://whatismyipaddress.com/ and see if the IP address your modem/router gives you is the same, or different

Recommended solution %100:
Open Run window by clicking on start menu and search for run > type cmd > type on the cmd window "ipconfig /flushdns".
you will get a message
"Windows IP configuration"
"Successfully flushed the DNS Resolver Cache." > then restart your computer. @OldKiller
