The solution might be simple by just re-starting your router, I faced the same problem before, and it got fixed itself by re-starting my router.

Greeting,
I've been searching and I found out some solutions for such problems :
Please try doing these steps:

In the rare case that you do not know why you can't connect to the server, I recommand doing these steps:
backup any useful data related to MTA:SA (resources, screenshots, logfiles etc.)
- uninstall MTA:SA
- uninstall GTASA
- remove all folders that are related to MTA:SA/GTASA which might have been left:
-C:\ProgramData\MTA San Andreas All
-C:\Program Files (x86)\MTA San Andreas (or wherever you have installed MTA:SA)
- C:\Program Files (x86)\Rockstar Games\Grand Theft Auto San Andreas (or wherever you have installed GTASA)

- scan your PC thoroughly with an Antivirus and Antimalware software
- make a clean install of GTASA
- download the MTA:SA client from homepage (http://www.mtasa.com) then install it. Try installing it on a different partition if possible, or in a location that's outside C:\Program Files (x86) directory
- do not install any third party GTA mods
- take great caution when using any third party addons to MTA (skins, resources, etc.)
- do not use any cheating devices (obviously), but also avoid any software that may affect your network, the game or their performance in any way that could give you an unfair advantage over other players in the game

Nothing seems improving, still having the problem.

Try re-starting your PC > Run MTA as Administrator

Find the router configuration page to navigate to in your browser. Now if you successfully got on the router settings page, try to locate firewall settings and disable the router's internal firewall. Also try to make NAT less strict, for example you can add the local IP address or MAC of your PC you're playing MTA on, to the ''DMZ zone'' (opening all ports at once) which is now a safe procedure because the main router/modem is already filtering the signal.
Save the settings and reboot the router, now try again. If it still doesn't work, you can try repeating the same procedure on the main router. It might just not know how to handle traffic that is pre-processed by another router. Also, a Wifi repeater instead of using a second router can be a better idea.

Thanks guys for answering. I already tried all possible tips I could do, yet none of them solving the current problem. Its still appears " Connection Timed Out", and this only happen with MTA's server. Maybe the problem is directly through my account? Got banned maybe?

I believe it has to do something with port forwarding; before I had trouble signing in to Social Club R* to play GTA V, after a few look into reddit I found portforwarding to be a fix, I had the same case in Warzone but it is all good now.

Although, you can try resetting your router, use a small pin (needle or anything that is small) and find a small hole on the back of your router (maybe on the side for yours), then press, and hold it for 10-15 seconds. After doing so, wait 5 minutes and turn off your router, wait for another 5 minutes then open your router.

About portforwarding, I don't know what ports must be used to connect in CIT so I'm not gonna bother.
