[IMPLEMENTED] making /djshout enabled by default

I have never heard of such a system, but I'll definitely support this because every team deserves the right to make a note that would be visible by all players. This note should be set as default enabled from settings, and players will decide whether they disable it or not.

Expire:
Set as accepted with 4 positive votes & 1 negative.

Arran:
Since there is a 30 minute cool down time I've made it enabled by default. Also I've fixed DJ shouts not getting logged.
