Disable VIP recover near hijack delivery marker/hijack vehicle

90% of the server know about this already, everyday we must get a report for "admen block hijack help" so topic title is explaining everything, so my suggestion is:

• Disable VIP recover when you're near hijack vehicle.
• Disable VIP recover when you're near hijack delivery marker for each hijack. (To prevent people who camp there and show their vehicle when they come) *Yes, delivery markers are most of them known already*

• I want to add to your suggestion;
  
  - Add a no recovery zone to all the hijack delivery and spawning locations ( car park in ls, typical place to abuse )
  - The zone will of a determined size which will occupy enough area to prevent recovering a car / plane / bus there
  - A message '' You cannot recover your vehicle near hijack locations! '' or similar
  - Having a no recover zone, will stop cheaters from ruining a fun Crim activity
  - This is needed to stop idiots from ruining a fun criminal activity by cheating
  - Maybe ... disable being able to pick vehicles near the Hijack itself because; Any crim can fly to location, land at the delivery and hide pick, also abusive .. so if they cannot pick when the hijack is in close range, it means they cannot spawn a vehicle to block delivery = fair play
  - This is needed because of this: <InsertSpoilerWithAbout60BansOfAbusingVipRecover>
  
  Banning people is getting annoying, it's easier to find a solution imo.

No, why should they? They still acted like dicks to get banned, doesn't make their past actions disappear ..

How about disabling /criminal near hijack. Also prevents people abusing that and that would enable civilians like me to recover their cars when people are hijacking.

Agree... I think its a bit hard to make it vehicle dependant because getting vehicle's position is ok but getting nearby positions is a bit hard.. Maybe: attachElements(theHijack, colShape). If admins agree with this then I can give it more descriptively:

And making it for every team is better.. Same goes for the delivery marker like createColSHapeAttachedTo (theDeliveryMarker)

Because civilians might help their friends who may be criminals. Well I think that going a bit away from the hijack/hijack delivery point and then recover your vehicle (if you are not trying to block the hijack intentionally) won't cause much harm to them, how much time does it take to run 50-60 steps away from the hijack?

Anyways, I've always thought about this suggestion, approved.
