Well, yet again, try to disable firewall, like shown in the ss below and run the .bat file you found as an administrator, then restart your PC and run MTA diagnostic tool, check if you can connect without VPN after.Search > Windows defender firewall > Turn windows defender firewall on or offShow content

Well, since you have tried many things I might give couple more ideas. They probably won't work either but worth giving a shot if you would like to. I would check hosts file in C:\Windows\System32\drivers\etc as a last resort as well as resetting my router to the factory settings. Do you connect to the game server from another computer in the same network?
Ping s0.cit.gg and s2.cit.gg do they both give replies?If connecting to other servers works then it won't be ISP or router being shit and blocking MTA traffic.If you can get a reply on those pings, then your IP is not being blocked by the servers firewall.
