Requirements

1 As you'd be leading a team, you need leadership skills.
2 If you're going to be leading and training a team you'll need reasonable combat skills.
3 A leader needs to be an active player else they can't lead.
4 A reasonable level of effort needs to be shown by the would be leader.
5 Good level of decision making and ability to co-ordinate a team.
6 Ability to co-operate with other would be leaders
7 Airforce specific: High level of skill in flying a hydra.

1 > Well, I have high leadership skills.
2 > Combat Skills: Very High
3 > I am active, active from the beginning of CIT
4 > I really show effort everytime when I am a leader
5 > I think before making decisions, and I'll try to give my best to co-ordinate a team
6 > In dangerous situations, I'd try to co-operate with other teams like SWAT, Air, Navy
7 > I am interested to lead the Special Forces.

Yes the plan is needed, you put whatever u want in, if you want an A-10 thuderbolt to fly over and fire 1000 explosive rounds, you include that, if you want to just nuke the beach (and fail the test) you can do that, if you want to send in 100 exploding monkeys you do that!
