I tried to help a guy that can't recover vehicles on recovery circles , so far he tried :
-Reconnecting
-Restarting MTA
-Reinstalling MTA and GTA
He can :
-Recover vehicles in recovery point.
-Recover vehicles that don't need VIP.
Any idea what might solve this?

Make him go to SF hospital and try to recover the vehicle by using recovering circle there, if he recover it then it's a normal bug and it happens with everyone in the other recovery circles but the circle in SF hospital is working all the time.

Which recovery pads exactly? Was it just him? If not, then it should be reported as a bug. If yes, then it must be a random bug. Might wanna provide the coordinates as well, so I can check it too.

We tried the one near mechanic job in LS , and the one at LS mall , and it was only him , it is a random bug probably , but he had it for days , I did test it along with 2 others and it worked fine for us , I have never seen a case like this.

It's a random bug because it happens with me many times, but the circle in SF hospital works all the time.

Tried , not working.
The still can't recover after trying everything , any idea?
Sorry for double posting but I need to mention something and I can't modify.
The closest I have come to solving his problem is when I took him to apartment and made him /createveh caddy , I went then to SF hospital and he was able to recover , then we teleported to LS and he couldn't do it again then he reconnected and still nothing and even when we came back to SF hospital to try again he was not able to do it anymore.
Any idea based on that?

you can,
Use other recover point to recover that vehicle
or try other vehicle to recover in that recover point
get out from that recover point and wait few sec and again try to recover it
note: If you employed as cop in LSPD and try to use recover vehicle in LSPD recover point its not working get one arrest and go again to LSPD after you can recover it on LSPD recover points
and some time bugging recover point and some time working there can't fix that problem completely I think!

Tried all that above , still nothing , also no error message.

Well, I had the same problem and found the solution spammimg the recovery key. Just go on a circle and hit that recovery button for more than 10 times. I suggest you to bind it so you can spam easily.

It's not something new. The way of how I fix this is leaving the circle area and hiding the vehicle. Trying re-spawning the vehicle might work for this case. It might be an script problem that has to be fixed.

That's a bug which exist for years already. Tho it's a bug with low priority, but still annoying one. It occurs whenever it wants to. I'd call it random bug. A bug which gotta be fixed.
Nothing much to do with that one, purchase VIP hours like me and avoid using the pad.
