( I don't have FPS problem and i'm playing with low graphic 'MTA and CIT' , and I don't have any mod )

Try to remove that proxy_sa.exe then you try to update your MTA again.

Either download nighly MTA from here https://nightly.mtasa.com/ or reinstall your current MTA.

No , btw , just in CIT server this bug and i never get this bug in another server
