As the title explained himself I've been across a lot of issues with game stability and FPS and smoothness, and it's only happening in CIT in other games I crank my graphics to max and runs smoothly.
I got RTX 3070 and 3080 (second card)
Intel i7 11th gen CPU
32GBs RAM.
And I cannot run CIT smoothly at all I have unusual FPS drops and game does not look smooth at all I got a 144hz monitor as well and it just don't look right at all so what I should to in order to fix my fps related issues.
should I limit my CPU cores since I got 16 cores and game cannot run on them properly or what's the catch?. :o7:

try installing the new Multi Theft Auto version where u get to cap 100 fps, plus try capping your fps to the max stated in /settings "fps" if it didn't work holler at me I have other solutions

try to check the windows , graphic card and DirectX updates , mostly the problem is from the software .

It can be a problem related to drivers, even tho you are running such modern games smoothly, you need to update few drivers.
I have a friend who suffered from this while having a GTX 1080, will ask him about what he did and will come back to you!

The thing is GTA SA is a old game, so its not optimized to run good off these new high end computers with newer specs. Everyone dealing with the similar problem but I seen a difference on my i9 pc! my fps was locked on 60 but it usually get drops if I'm driving/flying to a location I haven't been to on the map yet, which is normal cause its just the map loading through on my computer
Set your mta settings to the lowest and keep a good resolution, also try checking if any updates are available, this should prolly do it.

Did you set your windows run as 144Hz? Or set it in NVIDIA settings.

@Sp1 Can you run the game and when you do while playing as soon as your FPS drops go to the Task manager and take a screenshot.
Usually it is another program lagging it.
I can help after this.

- Try to download latest version Nightly mta From Here (https://nightly.mtasa.com/)
- Set Ingame FPS from CIT Settings , Maximum 144 , Minimum 60.
- MTA Settings > Advanced > Process Priority > Make it High and Brow Speed make it fast
- Debug Setting From MTA Settings Make it #6734 Graphics

can be locked since there no hope in this community fixed issue by myself by limiting cores etc
