I got a warn for fail messge. So 20% warn what I cant do and forum have punishlog?

You can't apply to stuff that require that you don't have a warning level or haven't been warned in X amount of time, depends on what you're applying for, you'll always find it in the requirements tho.
And yes, forums do have a punishlog.
Also, Use adequate topic titles (subject)
While making a topic, name the topic title based on what your problem is. Do not name it "Question", "Help" etc.

read the forum rules and next time try not to break the rules again, I think the warning level is removed by %1 every day, so you'll have to wait 20 days until it's already at 0%
