A new addition to /settings panel

I have a small suggestion that might be helpful for people that has a bad connection. As you all know, players that has a bad connection or even a bad FPS never enables the Radio as it decrease your ping. Sometimes, you enter someone's car that listens to the music, those people that has the bad connection doesn't even get the chance to disable it through /radio or through CITPhone. It will be a bit annoying for people that should connect again to play. I simply suggest to add a new option at /settings in MISC part to made it so, radio or mplayer musics doesn't work when you enter someone's car even when he is listening to it .

No need, I've made it so that if you set the CITphone radio volume to 0, house and vehicle radio streams will not be played.
