I agree, my addon to this would be that if you haven't smoked cigarettes in a while, you drain health (slowly) and after 1/2 of your health is depleted, you would finally finish your withdrawal with Cigarettes. When I played Postal II for the PC (nothing to do with rockstar), if you smoked a pipe in the game, if you didn't smoke the pipe for a while, your health would be lowered.

Oh, and smoking Cigarettes Increases your health like god, because you're more relaxed. That's my addon.
