Okay, so the problem in your pc...
maybe the problem in your graphic card, so download AMD graphic card software and try to update the drivers of it and change the resolution in the the pc itself not only the game.
You have 3 solutions and I don't think that you have more than these solutions....
1-Try to change your graphic card with a decent external graphic card, or use your old pc and use a decent external graphic card too.
2-Use the solution in the qutation.
3-Re-install your windows, if you did , then try to use another windows.
