Suggestion explained in one paragraph: Allow the user to run with the "Light Police Vest" equipment and give it a flat 15% damage reduction from bullets instead of the variable 30%.
Additional details that are necessary for the suggestion: Flat 15% damage reduction means that you'll always receive 15% less damage, unlike the 30% variable which varies depending on the number of criminals nearby.
This suggestion is worth the time developing because: There is literally no difference between the "Light Police Vest" and "Heavy Police Vest" in game at the moment. This rework should make the LPV a better option for chasing a single criminal & duels while leaving the HPV more favorable for heists & ARs.
