Title: Ability to spawn the Sea Sparrow in the water

So this suggestion is pretty basic and the title pretty much says it all, adding the ability of spawning your Sea Sparrow if you're in the water. Because when you try to spawn it a message will pop up saying "You can only recover boats while being in the water" or something like that. After all it's called Sea Sparrow so I guess having this ability would be essential for the vehicle.
