This suggestion is about allowing any criminal whether they possess VIP hours or not, to be able to recover the bulletproof vehicle known as the Stafford and the Sanchez to their position with no problem. Reasons for this are to balance it with the Police Officers which can recover multiple police vehicles including special ones like the bulletproof SWAT Tank.
I already discussed this with the Ministry of Law Enforcement and they agreed. Police Officers are able to recover the LS/SF/LV Police cruisers, HPV- 1000, Enforcer, FBI Rancher, Police Ranger, FBI Truck, Maverick and the S.W.A.T tank without VIP as stated Here (https://cit2.net/index.php?topic=189292.msg2780240#msg2780240), three of those are bullet proof (two are 80% and one is 90% bulletproof) while the proposed vehicles for criminals are one 80% bulletproof vehicle and a non-bulletproof bike.
Kogar already stated that the Sanchez would be appropriate since it is like the opposite of their HPV-1000, both have about the same speed. This idea is only to level the playing field between cops and criminals, even though it does not give the same amount of vehicles that cops have.
