Ability to purchase the "Tram"

What is the suggestion going about?: Adding the Tram for purchase
Description: If you've ever played GTA SA singleplayer, you'd be familiar with the Tram that goes around in SF. Speedy, light little train. I suggest it be purchaseable for a million or so. Having /traincarriages work on it would be nice too.
What would this suggestion improve: Variety of trains
Why does this needs to be added?: Who doesn't like trains?
Can you provide us any examples?: N/A
