[+++] Adding a timer to know how much time left to be able to spray again

Title explains it all, I wanna add a timer to know when I am free to spray again and claim the turfs faster instead of seeing that , Many times we are facing that in very low seconds and wasting time/spraycan for no reason, Simply I am asking for a timer that says when can you re spray and It's place gonna be down there at the right side

NOTE: That only must work when you're gangster and holding the spray in hands otherwise it won't be shown.

Pretty interesting tbh, I don't think there is no harm in that it will actually inform the player to wait instead of trying.

Good suggestion, but I suggest to enable that in gangster job only, so other sides who has spraycan won't get annoyed. Because that message is for gangster who doing turf in LS.

Definitely positive, i've spent too much spraycans not knowing my graffiti wont work due to the cooldown, also wasting so many spraycans will affect CIT's environment too, so we gotta take care asap, the timer will save us from spraycan waste indeed.
