Another idea, people invading the prison area to break others out could perhaps get wanted levels themselves, like the AF base has, it'd make more sense, atleast in my opinion.

I've started to make a prison island on the red location. I hope this was the location you suggested, and not any of the other colours : P



Now onto my question:
Is it okay if the prison island is connected to the LV continent? I had little problems making things look good and I end up placing rocks like this. Of course the area will still be fenced but it's connected to the main island. From all other sides the island is surrounded by water.

I am very good with mapping, also I can get ex. CITmapping team(only some of better members whose work I like) to make it. The only thing I will need is some1 who can help me host internet server, not local one. But I am not using wireless connection anymore.
And ofc, exact location, I prefer coordinates.
