How to get good recruits?

BRIEF
There's a big variety of recruitment systems out there from prospecting to academies to external academies and the list goes on. Requirements is also a very big factor that varies between every group. Some have more quantitative qualities, some more qualitative and some a mix between both. It's totally up to the groups how they choose and consider the best system.

MY IDEAL REQUIREMENTS (Hours doesn't matter as long as they meet the following qualities.)

* Able to communicate fluently
* Able to follow rules in general
* Being a positive decent human being
* Willing to improve and listen to/follow orders and suggestions.
* Team-player. Since in a group that's the number 1 thing that is enforced.
MY IDEAL RECRUITMENT PROCEDURE

* An application should be submitted, preferably through the forums. (To briefly get to know the applicant)
* Then an interview should be taken place. (To get to know the applicant as a person even more.)
* A Trial-period of at least 7 days. (Where he get taught things, and later tested on them.)

Also people who follow the rules and do not get carried away by corruption.

And something that got to my attention lately, You should be able to communicate with them, like there is at least one language both of you can talk with, without using google translate of course xd
