You will have to download this . After downloading and installing it  just run MTA it might ask you to update to 1.4 version but ignore it, then browse for CIT server.

Will there be any major changes to CIT with 1.4 being released? Things that weren't possible to do before etc

I can't see anything in the change log which would allow for major changes, if anything.

Except maybe some trains.

Click me, install that version and once you open MTA open 1.4 not 1.3
