Re-install GTA SA.

That means that your gta sa is missing some files, re-install it.

Then install mta sa from here Click me ( I uploaded that file for those who've problems with the MTA 1.4 default download).

Edit : asked an MTA experienced about it.

Just delete the old mta sa and re-download the 1.4 version, an it will work.

Hey guys, my new version of MTA is crashing all the time! How do I solve it? I can't play for 2 minutes, because it keeps crashing whenever I play. :'( Please, in my opinion, we should come back to the 1.3 version, because my MTA is not working at all!!! I need some help because otherwise I will lose everything I have in the game. Please, if someone can help me somehow, I would really appreciate. Thanks guys!

replace the mtasa 1.4 folders/files to your old mtasa 1.3 folders, its might helped,

Link, this problem happenes always not just in this MTA version.

These is a list of some solution that you may try :

This happens when your ping is very high, try to login after some minutes.
You may have a moded GTA SA, try to install a clean version.
Restart your router and your PC.

I guess that the problem is caused by your internet, in otherwords you've a high ping so the client couldn't download the server mods for you.

Already answered you, as I said the problem is with your internet connection, the client couldn't download the server mods for you.
