Adding the default vehicle purchase marker at Fort Carson

Hello dear Minister of Transport,

I'm suggesting to re add the white marker that includes defult vehicles as before in BC - Fort Carson since it was there and got removed and its very useful because group members will use it to move to oil turfs.

Afaik the only hospital that doesn't have default vehicle marker in it.

Added a vehicle shop near the hospital. It has the same low cost vehicles as other hospitals.
