Simply put, we (criminals) desire to have the 80% bullet resistant Stafford and the mainly use aircraft by criminals, the News Chopper. Cops also possess a few bulletproof vehicles in their carshop at LSPD, so it's only fair to add these 2 vehicles to the Criminal Villa carshop.
