Title: [+++] Adding a rapid transport point at San Fierro Police Departement

Well as you can see from the suggestion title I am suggesting a rapid transport point in the SFPD because it represent the Police Units spawn in SF and unfortunately they don't have no point of warp there like they got in LS so it gonna give them the ability to warp to any place they want not trying to spawn any kind of car 'if they got VIP' to go to another spawn around that they are kind far from there so I suggest to add a spawn for them there because that's their right to have one there and thanks.

Suggested co-ordinates X,Y,Z,R,Dim,Int: -1620.0927, 691.8416, 7.1875, 355, 0, 0
