[+++] Add a positivity sub-board to general chat

I expect trolls to interfere, but if rules are applied correctly I believe that would be a good addition to the general chat. I'll be upvoting.

You can't get rid of toxicity and negativity with a board dedicated to people posting about positive things. It will attract the toxic and negative players more than the actual intended audience to come in there and reply with sarcastic/toxic/negative comments and make the person who is depressed/down even more depressed and down. Neutral.
