[+++][A] Add extra costs to warp to houses when somebody owns more than 9 houses

After "House Slots" were introduced, some extremely rich players could afford to buy many houses around map, incredibly reducing the possibilities for other players to buy houses and having like 20-30 new spawns around cities. This high amount of spawns turned into an unfair advantage over time, limited to few individuals as well, especially after it was decided to add a limitation like this:

- Can't buy house slots if already own 5. (Arran + Mayrou)

That didn't remove the extra houses these players bought, and we can't manually remove them because it'd be unfair and there would be the risk of losing money with bugs.

This topic is to add an extra cost of 10% multiplied by the houses owned (if more than 9) to the costs of teleporting to houses.

Why 9 houses? Any player can normally buy 4 houses (1 + 3 slots from DLx) and other 5 from house slots. If one has/had money to buy more than 9 houses, they can afford to pay exttra fees when warping to locations.

Absolutely agreed, fair trade for those who own huge amounts of houses just to use them as spawns.

Other players will have more chances to buy a house near AR/CE. I believe that after this update, the other players will start selling their houses faster.

We need this, because when house slots was added, didn’t was added any limit first time. So, is one of the best suggestions to fix this, but add huge extra cash if they own more than 9 houses, to change something for real.
