It is surely worth to try this, but if your copy of GTA SA isn't correct then this won't work. Any legal copy should work.

First, completely remove GTA:SA and MTA from your computer.

There's a lot of files left after you delete them, and clean them up.

After you do these things, reinstall the game and the problem is solved. You need to follow the steps correctly.

Man this is the same kind of problem I've been having for 2 weeks now, I have a legit copy of GTA SA from Rockstar, and I have deleted CIT scripts, and even MTA, and after installing them again still no fix. It doesn't only appear Los Santos but it is everywhere. Even inside criminal events or interiors which makes it hard for me to see players.

as its the file responsible of wire cables and it management in the game, replace the txd file you downloaded with the old one , save and open the game and see, if its not working replace the dff too. hope I helped.
