Navigate to the profile tab, then in the dropdown menu select the forum profile menu. On the page you will see a setting at the top, select the 3rd checkbox that says "Specify avatar by URL" and specify the URL that leads to the image (ends in a .png or .jpg format).

RMB on the picture > "Copy image address"
Profile > Forum Profile > Specify avatar by URL > CTRL+V
