Can I request for my MTA CIT2 account to be deleted and get a new one?

That's something you could ask for, contacting a L5 staff. They don't always proceed to take such actions upon requests, but I can assure you that I've encountered many people and friends who have done the same before.

You must have good reasons tho. So contact a L5 staff with your request, mention your reasons and assure them that you will be creating a new account, that it's not about leaving the server.
